Mr Man Mohan Singh has again become Prime Minister of India after successfully completing his first five year term because his Government took many bold and good decisions which proved Government is of the people ,For the people and By the people. Presently lot many hurdles and poor image of Government has come in mind of people of India due to Malfunctioning of some of the Government of India department on Price rise,2G scam, Common wealth Games and non promotion of New Inventions .Only solution to these type of problem is appointment of OMBUDSMAN in every GOI department or Science Court or IPR-TRIPS Court which in maximum one year time can solve problem faced by Inventor or CommonMan in village.
Law makers are Law Breakers then who will protect Law.
People are fade with present Judicial System in India as it delivers judgment in 20 years time or after death of Petitioner .Justice delayed is equal to Justice denied in India.
Present Prime Minister of India has successfully implemented Right to Information Act 2005, due to which Transparency and accountability and processing time involved in solving problem faced by applicant or Inventor is taken into account by Chief Information Commissioner’s Office under RTI Act
In 2G SCAM ,Commonwealth Games ,people have tried to corner performance of PMO office ,which as per my experience is only office in India which marks letter of Inventor to related department .If related department does not perform then undue delay takes place as few department in GOI are not following their own announced policies.
Millions of cases are pending in India in court because no department in Government of India has appointed OMBUDSMAN to solve problem faced by Inventor ,People of country .Science court or Ombudsman in Department of Science and Technology ,Ministry of Earth Science and Human Resource department, Ministry of Railways, Ministry of Civil Aviation, Directorate of Flight Safety Ministry of Home affairs etc are required as these department in last 9 years time are trying to see and test New Invention in India
In blame game in India every one is blaming PMO office for non performance but reality lies in fact that all department in Government of India are not following Instructions given by Prime Minister Office in last 6 years time ,Ministry of Law and Ministry of Human Resource department, Ministry of Commerce has miserably failed to implement IPR-TRIPS-WTO Agreement in India.
Prime Minister of India wish to see New Invention from India which are marketable and application of scientific knowledge to human and social development must be value based though science itself be value neutral.

In August 2010 the Science Advisory Council to the Prime Minister prepared a report setting out a vision and road map for India to become a global leader in science .The council has inter Alia recommended measures to attract the best of talent for science . India signed TRIPS –WTO Agreement and from 1 st January 2005 has become effective in India, which ask every Government of India Department to promote,IPR , New Invention or New Innovation BUT NO DEPARTMENT IN Government of India has opened Invention or Innovation Section and Nodal Agency for Science in India are not seeing Next Geneartion Invention ,that is –FIT-Future Imaging Tool technology.

The basis of principle that indigenous earthquake/tsunami scientific warning devices(FIT) have not been given chance for last 6 years under IPR Protection ?
Appeal for justice before Information Commission for disobedience of S&T Policy and CITIZEN ,s Charter by Department of Science and technology.
The gist of matter therefore is request for action on the national policy charter on encouraging research ,the lack of which had led to delay of six years in demonstration of technique(FIT) developed by him.

Appellant shri Sonakia stated that most important part of his request was that he had developed a revolutionary technology which was of value to millions and would place our country at forefront in terms of earthquake technology.
However response of the CSIR has been lukewarm if not dismissive despite the importance of his research.
Since the technology claimed to have been developed by shri Sonakia no doubt appears to be of revolutionary content we can best advice the CSIR to give their full attention to servicing the request.
Science and Technology department without informing Inventor transferred record to Ministry of Earth Science and Ministry of Earth Science informed that they received no record. In this case PMO (Prime Minster Office) has failed to give justice to Inventor who is running from Pillar to Post from last 9 year.
From above one can draw conclusion that in India GOI Departments are not bothered,whether above Monument or Building will be destroyed
or 5 crore people life can be saved by seeing FIT technology.
